Webinar Description
Adaptation to climate change is a necessity for advanced and developing economies alike, starting with adapting to the current climate in the many places where this is still needed. Adaptation benefits can be very large, but many vulnerable countries face high adaptation needs while being challenged by limited fiscal space, limited capacity, or both. This Webinar takes stock of adaptation challenges and presents principles and strategies to integrate (or “mainstream”) climate adaptation into fiscal policy. It will call for a holistic approach to climate adaptation. This means that climate change should be treated similarly to other socio-economic challenges to fiscal policy and stability that require continuous monitoring and optimal responses. Governments should prioritize public investment in adaptation projects with positive externalities and should remove market imperfections and policies that make private adaptation inefficient. Fiscal policy can facilitate efficient adaptation by providing the right incentives, investing in infrastructure, diversifying revenue sources, making financing plans resilient, and by promoting post-disaster preparedness. Public financial management institutions should incorporate adaptation.
